Consultative workshop to prepare the 2025 humanitarian response plan for Marib and Al Jawf governorates

Today, a consultative workshop was held in Marib Governorate to prepare the humanitarian response plan for the year 2025 for the governorates of Marib and Al Jawf, organized by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

The Deputy Governor, Dr. Abdul Rabbo Miftah, stressed the importance of the workshop, in which the leaders of the executive offices in the local authority in the governorates of Marib and Al-Jawf, humanitarian partners and the United Nations participate, in preparing a response plan based on the actual needs in reality, and reflects the reality of the humanitarian crisis in the governorate, which is inhabited by more than 3 million people, most of whom are displaced.

Saba News Agency quoted Undersecretary Miftah as saying that the local authority faces major challenges due to the deterioration of the humanitarian situation in the governorate and the widening gap between existing and increasing needs and decreasing funding, in light of the scarcity of capabilities for the local authority and the Yemeni government, especially in light of the economic deterioration and climate change and their repercussions on the living conditions of the displaced population and the host community.

Undersecretary Miftah considered the reports evaluating the organizations’ implementation of the response plan and their interventions and their success rate of 99 and 100 percent to be misleading and do not reflect the real humanitarian situation, as they are based on manipulating numbers, as they focus on targeting limited numbers out of the large total number of needy people in each sector, and base their evaluation on the coverage rate of the targeted people and not the needy people, which reflects a misleading image of the reality of the humanitarian situation.

Dr. Miftah hoped that the consultative workshop would produce a realistic response plan that reflects the real needs in every basic sector, and that this plan would be implemented on the ground and not remain ink on paper.

The Director of the OCHA office in Marib Governorate, Saeed Musa, had indicated that the consultative workshop is being held within the annual planning procedures for preparing response plans for Yemen, which are based on two aspects: the first is analyzing needs according to sectors and holding these workshops based on sectoral areas, and the second is the analysis according to the staged need.

He pointed out that the consultative workshop aims to encourage planning from the bottom up to accommodate actual needs and real numbers.
