Yemeni Prime Minister Dr. Ahmed Awad bin Mubarak announced today, Monday, the launch of a comprehensive reform process in state institutions that includes five axes: “restructuring institutions, reforming wages and salaries, reforming employment policy, in addition to capacity building, automation, and digital transformation.”
This came in a speech he delivered during the opening of the national workshop on institutional reforms in Yemen, in the interim capital Aden, under the title "Strengthening State Institutions for a Promising Future", which is being organized by the Prime Ministry in coordination with the Ministry of Civil Service and Insurance, and with the support of the United Nations Development Program, over the course of three days, according to the Yemeni News Agency "Saba".
The workshop aims to create a collaborative platform to support the government in its efforts to strengthen public administration and institution building by assessing the current status of government institutions, identifying the main obstacle to their renewal, and the steps needed to reform and strengthen them.
In his speech, Bin Mubarak said that these reforms are not just goals that we aspire to achieve, but rather they are necessary steps to ensure the sustainability of our institutions and achieve the aspirations of the Yemeni people to build a strong, cohesive, and just state.
Within the first axis of restructuring institutions, Dr. Ahmed Awad bin Mubarak explained that many institutions operate with traditional, copied structures that do not fit the nature of the tasks assigned to them.
In this context, the Prime Minister directed the restructuring of the Prime Minister's Office and the General Secretariat of the Council of Ministers, as a first step towards transforming the Prime Minister's Office into a centre of excellence that would be a model to be emulated in government performance.
He pointed out that within the wage and salary reform, a new system will be developed that enhances justice and fairness and achieves financial and psychological stability for employees, and the employment policy will be reformed by adopting a competitive and transparent system that ensures the selection of qualified and efficient cadres, which will contribute to enhancing the efficiency of institutional performance.
He added, "In capacity building, we aspire to develop training and qualification programmes that contribute to raising the efficiency of human resources and enhancing their capabilities to keep pace with current and future challenges, and benefit from international expertise and experiences and on-the-job training."
Regarding the automation and digital transformation axis, the Prime Minister stressed that digital transformation is not an option, but a necessity to achieve the efficiency of institutions and enhance the quality of services provided to citizens, stressing the endeavor to establish a digital infrastructure and integrate artificial intelligence technologies to analyze data and improve decision-making.
He also stressed the need to digitize government procedures to reduce bureaucracy, enhance transparency, and narrow the gap between government institutions and citizens, noting that this step will contribute to saving time and effort, and ensuring the speed of implementing transactions in line with the modern digital age.

He pointed out that this created complex administrative and financial problems that made it impossible to renew and rejuvenate government institutions, which weakened state institutions and limited their efficiency and performance. It also deprived institutions of benefiting from the energy of young people, who are our hope for changing reality for the better. Therefore, one of our goals is to empower young people in government institutions.
Ben Mbarek explained that the goal of reforming the retirement system is not only to enhance social protection, but also to launch a comprehensive reform process in state institutions, stressing the government's commitment to integrating women into administrative institutions, involving them in decisions, enhancing equality in employment and promotion opportunities, and ensuring that women receive the necessary support and training.
He also pledged to strengthen the partnership with the private sector, and adopt policies and procedures aimed at strengthening this partnership, in a way that serves the national economy and achieves the common interests of the state, society and the private sector.
The Prime Minister also stressed the keenness to establish strategic partnerships with the private sector to implement major projects, especially in the fields of renewable energy, transportation, education, and healthcare, and to encourage the adoption of public-private partnership ( PPP ) models to finance, implement, and manage these projects in a way that achieves higher efficiency and better results.
