An American magazine suggested that identifying the Houthi leaders in Yemen and assessing the options available to move against them is a viable strategy for the United States and its partners, in light of the failure of what it described as the "weak military response" against the group, to deter the Houthis from attacking commercial and military targets.

An analysis by the American magazine Long War Journal , translated by "Yemeni Youth Net", said that despite the United States and its coalition partners carrying out military operations against Houthi weapons systems, the results did not force the group based in Yemen to stop its attacks.

In fact, the Houthis have been able to absorb the losses they have suffered due to the US and British strikes since they began on January 12.

The commander of US Central Command, General Michael Erik Kurilla, had made a similar assessment in July when he reported that military operations against the Houthis were “failing” and proposed a more forceful approach against the group.

According to the magazine, “In contrast, Israel has been able to disrupt Hezbollah, the most powerful Iranian proxy force in Lebanon, by targeting the organization’s leadership. At the same time, the Houthi leadership structure remains intact.”

U.S. Central Command forces conducted strikes on 15 Houthi targets in areas controlled by the Iranian-backed Houthis in Yemen today at approximately 5 p.m. (Sanaa time).

These targets included Houthi offensive military capabilities. These actions were taken to protect freedom of navigation and make international waters safer for U.S., coalition, and commercial vessels,” U.S. Central Command said.

The American magazine published a list of names and photos of 25 Houthi leaders, headed by the leader of the Iranian-backed terrorist militias, Abdul-Malik al-Houthi.

  • Abdul-Malik Badr al-Din al-Houthi (Abu Jibril): Leader of the Houthis.

Sanctions: The US Treasury imposed sanctions on the Houthis in 2015 under Executive Order 13611, and the US State Department designated them as a Specially Designated Global Terrorist in 2021.

  • Abdulkhaliq Badr al-Din al-Houthi (Abu Younis): Commander of the Republican Guard (presidential reserve), Commander of the Special Forces, Commander of the Central Region, and de facto Commander of the Strategic Missile Forces.

Sanctions: The U.S. Department of State sanctioned al-Houthi as a Specially Designated National in 2014 and a Specially Designated Global Terrorist in 2021.

  • Mohammed Ali al-Houthi (Abu Ahmed): Member of the Supreme Political Council, Chairman of the Supreme Revolutionary Committee, and supervises supervisors in all governorates.
  • Abdul Karim Amir al-Din Hussein al-Houthi: Minister of Interior, Director of the Executive Office of Ansar Allah.
  • Ali Hussein Badr al-Din al-Houthi: Son of the founder Hussein al-Houthi, Deputy Minister of Interior, and the de facto commander of the Emergency Forces and Central Security.
  • Mahdi Al-Mashat: President of the Supreme Political Council and private secretary to Abdul-Malik Al-Houthi.
  • Ahmed Mohammed Yahya Hamed (Abu Mahfouz): Director of the Office of the Presidency of the Republic, Chairman of the Board of Directors of the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation, Chairman of the Houthi Media Authority.
  • Safar Majdi Al-Sufi: Director of Abdul-Malik Al-Houthi’s office.

Sanctions: The U.S. Treasury Department imposed sanctions on Al-Sufi in 2014 under Executive Order 13611.

  • Abdul Hakim Hashim Al-Khaiwani (Abu Al-Karar): Head of the Security and Intelligence Service.

Sanctions: The U.S. Treasury Department imposed sanctions on Al-Khaiwani as a Specially Designated National on December 10, 2020.

  • Abdul Salam Salah (Mohammed Abdul Salam): Head of Al Masirah Network, official spokesman, head of the negotiating delegation, and oil magnate.
  • Sheikh Dhaif Allah Rassam: Head of the Tribal Unity Council.
  • Youssef Ahsan Ismail Al-Madani: Commander of the Fifth Military Region “Red Sea”.

Sanctions: The U.S. Department of the Treasury designated Yousef Al-Madani as a Specially Designated National ( SDN ) on May 20, 2021. The U.S. Department of State also designated Al-Madani as a Specially Designated Global Terrorist ( SDGT ) on May 20, 2021.

  • Muhammad Ahmad Ahmad Miftah: First Deputy Prime Minister, Islamic scholar, and Chairman of the Supreme Committee for the Support of Al-Aqsa.
  • Hassan Al-Hamran: Head of the Central Jihad Preventive Security Service.
  • Mohammed Abdul Karim Al-Ghamari: Chief of General Staff.

Sanctions: The U.S. Department of the Treasury designated Al-Ghamari as a Specially Designated National on May 20, 2021.

  • Mutlaq Amer Al-Marani: Deputy Head of the Security and Intelligence Service.

Sanctions: On December 10, 2020, the US Treasury designated Mutlaq Amer Al-Marani for human rights abuses.

  • Mohammed Nasser Al-Atifi: Houthi Minister of Defense.

Sanctions: The U.S. Treasury Department imposed sanctions on Al-Atifi as a Specially Designated National on January 25, 2024.

  • Abdullah Ayedh Al-Razami: One of the founders of the Houthis, a military leader and a tribal sheikh.
  • Yahya Al-Houthi: The recently dismissed Minister of Education.
  • Yahya Saree: General military spokesman for the Houthis.
  • Saleh Mesfer Al-Shaer: No one knows his current position within the Houthi organization, and he may continue to hold the position of commander of the military logistics support organization controlled by the Houthis.

Sanctions: On November 18, 2021, the US Treasury Department imposed sanctions on Al-Shaer for illegally seizing opposition property.

  • Mansour Al-Saadi: Chief of Staff of the Naval Forces and Coastal Defense.

Sanctions: The US Treasury Department imposed sanctions on Al-Saadi on March 2, 2021, for his destabilizing activities on behalf of the Houthis, including “organizing attacks by Houthi forces affecting Yemeni civilians, neighboring countries, and commercial vessels in international waters.”

Sanctions: The US Treasury Department imposed sanctions on al-Nabi on January 25, for carrying out attacks against naval vessels in the Red Sea.

  • Mohammed Ali Al-Qadri: Commander of the Coastal Defense Forces and Director of the Houthi Naval College

Sanctions: The U.S. Treasury Department imposed sanctions on Qadri on January 25 as a Specially Designated National for carrying out attacks against ships in the Red Sea.

  • Mohammed Ahmed Al-Talibi: Director of Arms Procurement.

Sanctions: The US Treasury Department imposed sanctions on Talabi on January 25 for his involvement in smuggling Iranian-made weapons to Yemen.
