In its 12th report, the National Commission of Inquiry documents 3,055 cases of human rights violations in Yemen

The National Committee for Investigating Allegations of Human Rights Violations announced that it had documented (3055) alleged cases of violations in various governorates of the Republic of Yemen, distributed over more than (36) types of human rights violations, resulting in (13028) victims of both sexes.

This came in the twelfth periodic report of the National Committee, which was launched today, Wednesday, and covers its work in monitoring, documentation and investigation during the period from August 1, 2023 to July 31, 2024.

The committee said that the total number of violations it monitored and documented during its work period, starting from January 2016 until the issuance of the twelfth report, amounted to (29,701) violations, resulting in (63,772) victims.

During the period, the Committee heard from more than (8398) witnesses, informants and victims, and reviewed (7886) documents, in addition to reviewing and analyzing hundreds of photographs and video clips related to the violations, which were worked on and saved in the Committee’s database.

The periodic report included the results of the investigations conducted by the Committee during the same period related to international humanitarian law and international human rights law.

According to the report, the total number of cases monitored and investigated amounted to (694) incidents of killing and injuring civilians, resulting in (294) deaths, including (13) women and (52) children, in addition to (593) injuries, including (118) children and (69) women.

Responsibility for this violation was distributed among the parties to the armed conflict, with (168) dead and (473) wounded attributed to the Houthi group, (48) dead and (25) wounded attributed to government forces and their affiliated parties, and (52) dead and (37) wounded attributed to the Arab coalition aircraft.

The committee’s field teams were also able to monitor and document (126) cases of alleged recruitment of children under the age of (18) years, of which (122) cases were the responsibility of the Houthi group, and one case was the responsibility of the government forces and the parties affiliated with them.

In addition to (3) cases of children who were recruited by the Houthi group and killed in the US airstrike on Al Hudaydah Governorate, for which the Houthi group and US forces bear joint responsibility.

During this, the committee completed monitoring and investigating (128) cases of anti-personnel mine explosions, which resulted in (52) deaths, including (two women) and (12) children, in addition to (86) injuries, including (10) women and (10) children, and all of these cases were carried out by the Houthi group alone.

The National Committee indicated in its report that it had monitored and investigated (17) alleged incidents of assault and damage to cultural and historical objects and properties in a number of regions, including (16) incidents in which responsibility was proven to be on the Houthi group, and the responsibility of government forces and the Arab coalition aircraft was proven for one incident.

The report also indicated that the committee had completed monitoring and investigating (3) cases of allegations of targeting notables and medical staff in a number of areas, including (two) cases of allegations for which the Houthi group was proven responsible, while government forces were proven responsible for (one) case.

In its investigations related to forced displacement, the committee completed the investigation into (165) incidents of collective and individual forced displacement in different regions of Yemen, including (153) incidents in which the responsibility of the Houthi group was proven, (6) cases in which responsibility was on the part of government forces and parties affiliated with them, while responsibility was shared between the parties to the conflict in (6) cases.

Regarding the results of the investigations conducted by the committee into violations related to international human rights law, during the period covered by the twelfth report, it completed the investigation into (74) cases of extrajudicial killing, in which the Houthi group was proven responsible for (42) cases, and the army forces and security agencies affiliated with the government were proven responsible for (12) cases.

During this, the National Committee was able to monitor and investigate (655) cases of arbitrary arrest and enforced disappearance carried out by various parties in all regions of the Republic of Yemen. The Houthi group was proven responsible for (495) cases of arbitrary arrest and enforced disappearance, while the government forces and security agencies affiliated with the government were proven responsible for (159) cases.

The Committee also monitored and investigated (28) cases of alleged torture and inhuman and degrading treatment carried out by various parties in a number of regions of the Republic of Yemen. The Houthi group was proven responsible for (22) cases, and the army forces and security agencies affiliated with the government were proven responsible for (4) other cases.

The committee’s report indicated that it monitored and investigated (22) cases of house bombings, with the Houthi group alone committing this type of violation.

During the period covered by the report, the committee completed the investigation into (7) cases of attacks on freedom of opinion and expression, carried out by various parties in a number of regions of the Republic of Yemen. The Houthi group was proven responsible for (4) cases, while the army forces and security agencies affiliated with the government were proven responsible for (two) alleged cases.

He pointed out that the committee had completed monitoring and investigating (4) alleged incidents of violations, related to the targeting of civilians by American drones. All of these incidents were documented, information was collected about them, and they were investigated. Statistics indicate that (7) victims fell, all of whom were civilians.
