Official sources confirmed that the Governor of the Central Bank of Yemen, Ahmed Ghaleb Al-Maqqi, refused to retract his decision to resign, while revealing that Prime Minister Ahmed Awad bin Mubarak was surprised by the statement welcoming the cancellation of the Central Bank’s decisions that was issued in the name of the government.
On July 17, Al-Maqbi submitted his resignation from his position, against the backdrop of the Presidential Command Council’s cancellation of the Central Bank’s decisions against commercial banks that refused to move their main centers from Sanaa, which is controlled by the Houthi militias, to the temporary capital, Aden.
An official source in the Yemeni presidency told the "Yemen Shabab" channel, on condition of anonymity, that the head of the Presidential Leadership Council, Rashad Al-Alimi, and before his visit to Hadramaut Governorate, met with Al-Ma'baqi in Riyadh and informed him of the Leadership Council's unanimous rejection of his resignation from the bank's management and asked him to officially retract the decision to resign.
The presidential source and sources close to the bank governor confirmed that Al-Maqbi apologized again and informed President Al-Alimi that his resignation decision could not be retracted.
Last Tuesday, the Yemeni news agency “Saba” reported, citing an official source in the Office of the Presidency of the Republic, that the Chairman and members of the Presidential Leadership Council unanimously rejected the resignation of the bank governor. He said, "Al-Ma'baqi has withdrawn his decision to resign and remains in his position with the full support of the Leadership Council and the government to continue comprehensive banking reform efforts supported by our brothers and friends."
However, the sources confirmed to "Yemen Shabab Net" that there was no consensus within the Leadership Council regarding rejecting Al-Mu'baqi's resignation, confirming that there was dissatisfaction among four members of the Council towards the statement issued by the Office of the Presidency of the Republic in which it was claimed that the Council was unanimous in rejecting the decision to resign the Governor of the Central Bank, While the rejection was issued by the Chairman of the Council, Dr. Rashad Al-Alimi, without consulting the rest of the members.
In a related context, an official source in the Yemeni government told "Yemen Shabab" that Prime Minister Ahmed Awad bin Mubarak was surprised by the issuance of a statement on behalf of the government welcoming the agreement announced by the UN Special Envoy to Yemen, Hans Grundberg, regarding canceling the decisions of the Central Bank.
The source confirmed that Bin Mubarak was not aware of the issuance of the statement, indicating that the statement came from the office of the Chairman of the Leadership Council, Dr. Rashad Al-Alimi, who directed that it be issued in the name of the government without informing it in advance.
He pointed out that Prime Minister Ahmed bin Mubarak did not take a clear position in support of the bank’s governor in his decisions and preferred not to object to the Saudi instructions that demanded canceling the bank’s decisions.
On Tuesday, the office of the UN Special Envoy to Yemen, Hans Grundberg, announced that the Yemeni government and the Houthi group had reached an agreement on several measures to reduce the escalation with regard to the banking sector and Yemeni Airlines, which included canceling the recent decisions against the banks on both sides.
