Three Yemeni government and presidential sources revealed the tension in the relationship between the Chairman of the Presidential Leadership Council, Dr. Rashad Al-Alimi, and the Prime Minister, Dr. Ahmed Awad bin Mubarak, after disagreements between them on several issues, most notably the suspension of financial allocations for the Chairman and members of the Leadership Council.

The sources told Yemen Youth Channel - one of them in the office of the presidency of the republic and who spoke on condition of anonymity - that "the explosion of tension in the relationship between the two parties began after President Rashad Al-Alimi's decision to appoint Shaye' Al-Zindani as Minister of Foreign Affairs and Expatriate Affairs without the approval of the Prime Minister, who objected to the decision."

She added that President Al-Alimi failed to appoint the Minister of Foreign Affairs by a presidential decree due to the objection of the Prime Minister, and resorted to appointing Al-Zindani by a presidential decree, not a republican one, which upset Ibn Mubarak, who continued to refuse to hold any meeting or conference with the Minister of Foreign Affairs until a few days ago.

In the context, a source in the presidency confirmed to the "Yemeni Youth" channel that the Prime Minister stopped the disbursement of special financial dues approved by the Chairman of the Leadership Council for himself and all seven members of his council, which were disbursed from the government budget, which suffers from a severe deficit in fulfilling its obligations towards citizens.

The Prime Minister also suspended large sums of money, estimated at more than five billion riyals, that were spent monthly under the so-called facilities clause, and went as expenses and gifts to be disposed of by the President and members of the Presidential Leadership Council, according to the sources.

She pointed out that Ibn Mubarak informed the presidency of the illegality of disbursing dues and facilities amid the worsening government crisis and its inability to cover salaries with the expansion of the famine, the collapse of economic sectors, and the suspension of salaries of members of the national army and civilian employees in all sectors for months.

Government sources said that "the tension in the relationship between the presidency and the government prompted President Rashad Al-Alimi to transfer many of the government's powers in financial and revenue aspects to the presidency's departments and the president's office, which the prime minister considered a legal violation and a breach of the presidential decree under which the Presidential Leadership Council was formed."

She also mentioned that President Al-Alimi discussed with members of the Leadership Council their concerns about the Prime Minister’s success in strengthening his relationship with the Saudi leadership, especially with Saudi Defense Minister Prince Khalid bin Salman (responsible for the Yemen file), independently of the President and members of the Presidential Council.

Informed sources in the government confirm that the member of the Presidential Leadership Council, Aidarous Al-Zubaidi, agreed with President Al-Alimi on the position regarding the Prime Minister, and proposed to him the idea of changing him, indicating that the idea was well received by the Council Chairman and three other members.

However, Al-Alimi and the four council members are convinced of the difficulty of convincing the Saudi leadership of the idea, according to sources who said that Prime Minister Ahmed bin Mubarak succeeded in developing his contacts with Riyadh, especially after he reached a memorandum of bilateral cooperation with the Saudi Council of Ministers regarding combating terrorism, crime and money laundering.
